CLAUDIO PANZERA (1977) is currently Associate Professor of Constitutional Law at the Law Faculty of the ‘Mediterranea’ University of Reggio Calabria (Italy), where he served as Assistant Professor since 2008. Qualified for Full-Professorship in ASN from 31.05.2021.
Graduated summa cum laude in Law at the Law Faculty of Messina University in 2002, he holds a PhD in "Constitutional Justice and Fundamental Rights" at Pisa University in 2006. Scholar of the Catholic University Center in Rome from 2003 to 2005, in the same period he attended several post-graduate courses in European Law, Regional Law, and Fundamental Rights. Admitted to the bar in July 2005, Reggio Calabria Court of Appeal.
He authored 2 books (in 2013 on Constitutional Court decisions, in 2020 on the right to asylum), published more than 80 scientific essays in Italian, English and Spanish and co-edited 8 volumes. His publications relate to several areas of interest (constitutional adjudication, regional law, theory of State, European law, fundamental rights, sources of law, citizenship and immigration law) as a result of active participation in research groups and congresses, conferences, and seminars in Italy and abroad as well.
Co-editor of "Rivista AIC" for the 2021-2024 term and member of the Editorial Board of "Diritti Regionali - Rivista di diritto delle autonomie territoriali". Member of research group on Calabria and Basilicata of "Le Regioni". Member of the scientific board of the book series "monografie DIGIES", "Diritto e migrazioni (ADiM)", and "Diritti regionali".
Teacher in charge of Comparative Public Law (2017-2023), Public Law (2019-), Constitutional Law-Advanced (2022-2023), Regional Law (2008-2017; 2024-) and Constitutional Adjudication (2011-2017; 2022-) at the Law Faculty of the ‘Mediterranea’ University of Reggio Calabria. During the years, he has been teaching in Ph.D. courses, national and regional post-graduate courses, master-degree courses. Member of the Commission for the Bar admission examination, Court of Appeal of Reggio Calabria and referee for the “Research Quality Evaluation” National Program (VQR) 2004-2010. Co-director of educational courses addressed to qualified civil servants of the Regional Assembly (2017 and 2019).
He joined in 2003 the Association of constitutional scholars “Gruppo di Pisa” and co-founded in 2012 the Italian section of the Réseau Académique sur la Charte sociale européenne et les droits sociaux (RACSE/ANESC) seated in Brussels. In 2016, he co-founded the Research Centre on Citizenships (www.ceric.unirc.it), of which is currently Deputy Director. Since 2018 he is member of ADiM (Law and Migration Academy), Tuscia University. Member of the Italian Association of Constitutional Law Scholars (AIC) since 2019, elected member of its Executive Board for the 2021-2024 term
