Course Objectives
The course's educational objective is to provide students with the foundations and tools to address the themes and priorities of the interregional, transnational, and cross-border cooperation programs under implementation, with specific focus on the integration between programs responding to the two objectives of the Policy of Cohesion, on macro-regional strategies and on the debate on post-2020 planning.
Qualifying educational objectives
The educational objective of the course is to make students able to analyze and contextualize the transformation processes of the territory over time, as well as to understand the evolution of strategies and master the various public intervention tools to govern these processes and promote territorial cohesion.
Specific training objectives
The specific objectives are to provide an overview of the scientific debate and political strategies through the renewed interest in internal areas, which is characterized by a new perception of these places, to which the symbolic values and new use values are recognized.
The issues that have emerged in recent years concern the need to reverse the condition of marginality of the internal areas according to a place-based approach, based on places, implementing proposals capable of improving the territorial capital in a perspective of endogenous development and enhance project strategies and urban and territorial transformation processes to strengthen the resilience properties of complex territorial systems.

2. AUTONOMOUS LEARNING OF THE STUDENT
The student is required to do individual work for a total of 90 hours:
- In-depth analysis/study on bibliography (theoretical part): 20 hours
- Preparation for checks (experimentation): 35 hours
- Exam preparation: 35 hours
Assessment Methods
The exam will take place through a verification of the training path and the experiences conducted by the student. The exercises will be developed according to the thematic lines indicated by the teacher.
Some checks of the survey and graphic rendering process will be periodically carried out, in order to ascertain the correctness of the method and the adequacy of the results.
The exam, which can be accessed after verifying the minimum attendance (70%), includes both a verification of the theoretical training path relating to the topics covered during the course, and an evaluation of the graphic works prepared by the students according to the thematic guidelines indicated by the teacher.

1_DESCRIPTION
The Policies and Strategies for Territorial Cohesion course aims to provide students with integrated training, oriented towards a critical understanding of urban and territorial transformation processes. Through the acquisition of theoretical notions, methodological foundations, and basic technical knowledge, the course aims to develop skills useful for the analysis and management of contemporary territorial dynamics.
Particular attention is paid to the role and evolution of public intervention tools and strategies, within the context of development and territorial cohesion policies. Territorial strategies are analyzed as actions aimed at supporting the development and well-being of specific territories, with the aim of strengthening their socioeconomic identity and the decision-making role of local communities.
Cohesion policy, in its economic, social, and territorial dimensions, is examined as a fundamental lever for promoting a more equitable and cohesive European society. The course explores its role in reducing disparities between territories, promoting harmonious and sustainable development among all European Union Member States.
2_COURSE PROGRAMME
The course program takes place in the second semester, with 12 weeks of activities that include lessons, seminars, applications, exercises and intermediate checks.
The course will deal with the issues of the quality of urban space, the presence of services and infrastructures and the integrity of the landscape are just some of the territorial determinants capable of promoting people's well-being, economic growth and social cohesion. The debate on the nature of inequalities has highlighted how the most fragile territories and neighborhoods constitute a limit to the growth of people and their development, and how inequalities are often concentrated in places where opportunities are lacking and where the degradation of physical space stigmatizes populations locals. With these premises, the theme of the course concerns integrated territorial development actions, with the awareness that each human, social and economic activity cannot ignore the physical palimpsest in which it occurs.
By territorial integration of development policies we mean an approach that proposes an overall local development strategy, from which actions of different nature derive, integrated with each other, which contribute in different ways to interrelated objectives. The territorial approach of policy integration is characterized by:
- participatory planning of strategies with the inhabitants of the areas concerned;
- the search for collaboration between public and private entities;
-the signing of special agreements involving all public and private players, with the identification of reciprocal commitments;
- the definition of resources and implementation times, to guarantee the actual implementation of the planned actions.
The discipline will address topics related to:
-The context of the European Union's Cohesion Policy, knowledge and information on the objectives, opportunities and programming circuit of European funds which engages the European Union, States and Regions;
Objectives and instruments of cohesion policies
The territorial dimension in cohesion policies
-Cohesion policies for development disparities;
The gap between rural and urban areas. The question of internal areas

The experimentation
The proposal concerns the methods that should characterize the processes and strategies for the regeneration of internal areas and villages within complex territorial systems, characterized by cultural landscapes with a strong identity value.
