The issue concerning the tools, which favour the implementation of development strategies whilst correctly channelling public and private investments is a topical one. This is a direct consequence of the unsatisfactory results achieved by traditional urban-planning tools. This paper was written as a result of a study carried out in Bova Marina (a small town in the province of Reggio Calabria). It sets out to underline the crucial contribution which serious evaluation can have on improving the quality of the Strategy Plan. The relatively innovative tool used in the study has however inherent limitations which leads to a further rethinking of the entire planning procedure. The paper, particularly, wishes to emphasize how important it is to do serious evaluation in order to better select the steps (interventions) which make up the Strategy Plan. By so doing, we can improve its feasibility, sostenibility and its effectiveness.
