The monograph examines a specific profile of local autonomy, within the framework of the institutional innovations that occurred after the reform of Title V of the Constitution. The work demonstrates that there is a difference between foreign power and activities of international relief, so to deny - as is commonly the doctrine - a foreign power to local authorities, not prohibit the awarding of them individually or features of international importance in the international networks that represent them, demonstrating an increasing local autonomy, within a broad legal globalization.
