Syllabus

Course Objectives

1 – Knowledge and understanding

At the end of the course, the expected outcome is the ability to approach law with greater awareness and mastery of the subject. This method will enable students to manage their skills with a view to both continuing their legal studies and entering the world of work.


2 – Applied knowledge and understanding (applying knowledge and understanding)

Students will become familiar with legal structures and the regulatory and organisational form of law, acquire the ability to interpret and apply the relevant legal rules, and develop the ability to find, including through databases, the regulatory sources necessary for the analysis of case law.


3 – Making judgements

Students will be able to grasp the legal aspects of the main topics covered during the course (lectures, exercises, seminars) and will be able to critically examine cases and issues involving legal and non-legal practitioners.


4 – Communication skills

Students will be able to describe and explain the legal topics and issues covered in the course, improving their communication skills, including in debates with other qualified individuals.


5 – Learning skills

Students will acquire the knowledge and skills necessary to independently update and follow future developments in a constantly evolving subject. They will also develop a critical awareness that will enable them to develop a learning and study methodology and a critical, non-notional approach to law.




Course Prerequisites

The subject of Constitutional Law is preparatory to the exam

Assessment Methods

30 - 30 cum laude: complete, in-depth, and critical knowledge of the course topics, excellent command of language, complete and original interpretative skills, full ability to independently apply the acquired knowledge;

26 - 29: complete and in-depth knowledge of the course topics, good command of language, complete and effective interpretative skills, and the ability to independently apply the acquired knowledge;

24 - 25: knowledge of the course topics with a good level of understanding, reasonable command of language, correct interpretative skills, ability to correctly apply most of the acquired knowledge;

21 - 23: adequate knowledge of the course topics, but lack of mastery, more than adequate command of language, interpretative skills, limited ability to independently apply the acquired knowledge;

18 - 20: basic knowledge of the main topics, basic knowledge of technical language, sufficient interpretative skills, ability to apply the acquired basic knowledge;

Insufficient: insufficient knowledge of the course topics.

Contents

The subject analyzes the historical evolution and regulatory framework of local governments—municipalities, provinces, metropolitan cities, and other territorial entities. Local government autonomy is studied starting with the 1990 local government reform and the 2001 amendment to Title V. Local government is framed within the complex institutional system of our country, analyzing the functions assigned to the various levels of government. The study focuses on local government bodies and their functions.
