Abstract:
Urban planning organizes the territory, decides on destinations and uses, and enforces the rules. This paper proposes a theoretical method for cities to become models for the implementation of sustainable development. It is necessary to retrace the founding principle of sustainable development, to clarify the meanings and set the plot of logical and conceptual connections, for an innovative method of urban planning. For years, European directives have been pushing for the regeneration of territories, for the eco-sustainable transition of spaces with antiquated functions, and occupied by obsolete buildings. The paper aims to identify the link between the rules and the project actions, so that urban planning can, with a new integrated plan, guide the city to sustainable transformation. The need to live in sustainable cities is urgent. How can the contemporary city, stabilized on consolidated systems, established by norms, referred to in the national law of 1942, become sustainable? [1] Quality evaluation and strategic choices, coordinated within an integrated plan, can lead to the reorganization of cities, designed for good living.The integrated urban plan, supported by the methodological approach of smart process planning, makes it possible to adopt a new style of planning, based on a unitary vision of development. The integrated plan for the design of sustainable development implements the European indications that have long asked cities to transform their contexts into eco-sustainable and smart contexts. The Strategic Implementation Plan, 2013 [2] defines the smart city as systems of people who interact to use energy, landscape resources, services and therefore, catalyze sustainable economic development, with a high quality of life.
