Dopo le scelte del Governo dei “tecnici” quale città si può pianificare, progettare, realizzare?

Abstract:
After 25 years of choices driven by the market it is time that politics - that is the art of managing the polis - resumes the command because the "social experimentation" that occurred for so long period showed the total ineffectiveness and inefficiency both in terms of social and natural resources. Aragona for years (2009) is conducting about the outcome of the relationship between space, city and territory policies, practices, planning the thesis, or rather, the question is whether the welfare conditions of the inhabitants have improved or less. Is there a more equitable distribution of space? Recent national policy and/or decisions of local authorities in Italy have improved the city? Is it strengthened the sense of being citizens (i.e. cum-cives, Cacciari, 1990)? As it was said (Aragona, 2012a) in the XVI Annual Conference of the Italian Society of Town Planners "The technicians are unleashing an avalanche social". Now unfortunately the social avalanche is happening and threatens to overwhelm many, although the "technicians" have not gone away, how to assess these social harm? To do this you first need to reactivate a truly transdisciplinary dialogue that allows such a reading because what "you do not see does not exist" according to a phenomenological approach. Then it needs set new national and local strategies to remedy this and propose a more equitable space model: "Sustainable, cohesive and inclusive community" is the main objective of Smart Cities (EU, 2011). Planners should ask themselves this purpose because it is the very reason for their existence as the Charter of Athens said and look for a new language for new contests, i.e. the new emerged great far Countries.
